I agree with all of this

1. Toss up. I'd probably lean towards Mister Terrific, since his tech is more versatile (His T-Spheres can absorb Darkseid's attack, FFS). But anyone can win, here.

2. Mr. Terrfic is smarter. From the start of the New 52, he was basically DC's Reed Richards, doing some insane things (Building planet sized Boom Tubes, create time machines from jumper cables, black holes, and a device that can stabilize earthquakes on the fly). Not far off, either.
