ALL the tiers need updating but they were ever only intended to be general guidelines. sometimes people cite the tiers as absolutes. they are certainly not.

Is

Despero with Flame of Pytar or just at V&V level
Eclipso - with many shards of heart of darkness like when he was in the Darkness within or only 1
Gray Man - the one that mind raped MMH and Classic fate or his preplacement
Onimar Synn - stockpile of Nth metal ah la JSA or souls like Rann Thanagar war.
