Well is Despero Despero, in both or not? Despero of v and v fought a bunch of characters that forgot to stop using their faces as punching bags. It becomes more and more evident after we come to realize that Superman alone was more than a match for him. PIS won that fight imho.

Despero is limited here to his showings from V&V. Like it or not, that's what the OP has stipped.
Low showings, using Aquaman? I wonder if Thanos is allowed his low showings too? HE isn't limited to a single storyline - one could pick and choose low showings from his entire history🙂
Edit: I mean, you talk about PIS, then bring up Aquaman giving him a tough time.
Then a few panels later, him and Martian Manhunter COMBINED fall to him.
That's like being Tyson being given a tough time by Holyfield....then wait, Holyfield now has Ali in his prime helping him, and Tyson now beats both of them, lol.

It does Namor about as much good as it did HM.
Except, Namor uses only his fists, and doesn't hide behind two teams like that Thanagarian wuss bag.

Like Ds pointed out though, if ppl want to lowball Despero, they only have this story (V & V) to go by. Thanos on the other hand...

If your going to try and invalidate a point maybe you should read the scan first.
1. Hawkman attacked from a blimd side while Despero was engaging and casually dealling with 2 high heralds.
2. The only damage done was a little bit of blood from the gums from a guy who has zero piercing durability
3. All it served was to piss despero off. No damage not even knocked off balance. Or disorented. Instead his response is to oneshot him.
4. Same mace due to the fact it increases striking power has a similar effect on black reign Black Adam (that's on the level of WWIII). It did HM no more good vs Adam than Despero. He took longer to get the crap beaten out of hin by BA but thats because he has considerably less damage output than Despero and he drew it out long enough for the healing effects of Nth to help HM last.
