I suppose it depends how you scale Goku's non-god forms. The very fact that SSJ2 Trunks ~ SSJ2 Goku, however, suggests that Goku's non-god forms were not intended to be hyper-amped(ala RoF)... at least not in that particular arc.
That said, SSJ3 Goku was FAR beyond SSJ2 Trunks in the anime, and it takes SSJ3-level power to really contend with, or beat, even the lower-level Boos. So I'm tempted to say that anime Trunks stops at #1... Not even SSJ2 Majin Vegeta came close to defeating Fat Boo.
Manga Trunks, however, was almost on par with SSJ3 Goku in terms of raw power. He could probably make it to #3 before getting stomped hard by Super Boo(even though I'm still not sure that he could actually cause the Boos any lasting damage.)
*This is assuming esoteric abilities like absorption and transmutation are disallowed, otherwise even manga Trunks will stop at #1.
Trunks should win pretty easily. By the time Super rolled around, Goku was confirmed as the most powerful Z Fighter (even going as far back as the Kid Buu fight for that matter). Even if we assume Super Buu was 8 times Kid Buu because of Goku being a nice guy, Goku became stronger than Gohan within a couple months confirmed by Vegeta.
Then the years of training up to Trunks and SS2 Goku should be above the Buus by a fair bit. Trunks as well.
