Amanda Waller Vs Dr. Doom

The two go to war, so basically a prep fight scenario.
A dictator from a small country versus a highly placed government employee.

He's more of a hands on type; she uses others to do her fighting for her. So it boils down to who's the most powerful team she can assemble, and how Doom stacks up against that.

But then again, time shenanigans.

Its funny that, having access to a time machine, Doom’s never overused it/been a bigger player in that arena, comics-wise (knowing Doom he probably considers it cheating/beneath him for the most part). I never see it mentioned in versus threads that feature him either. Well, till now, which is why it caught my attention.
