If Hal has never faced Surfer there is no reason he should know that.By that logic if SS and Thor remove Hal's ring (which is more than a bit obvious is a power source) achieves the same.
👆 and Batman has removed Hal's ring far easier than Surfers been rendered powerless without his board.
