Yes, Oliver needed "White magic" plot device powers (which have never been brought up again since) to defeat him. And he sacrificed himself on Legends to save his daughter.
Because, at full power, Darhk has:
Enhanced strength and durability.
Enhanced healing.
Teleportation.
Telekinesis.
Life draining touch.
And he also displayed electrokinesis when he was pretending to be Odin, IIRC.
And that's on top of being one of the most skilled fighters in the Arrowverse. So, yeah, team 2 takes it with Darhk being the MVP.
I am assuming that Savage does not not get his city-busting staff though, or it is an even more lopsided match.
Thinking about it, a TK push battle between Darhk and Gao could be pretty interesting. Her own abilities were pretty strong:
