Character has as much personality etc. as the writers show us. For all we know, he may have the most fascinating biography ever, just as the bus driver that took Anakin and Padme to the spaceport in Coruscant. All that counts is what we are given.

We know he is ruthless and sadist. He cares about no one. He wants more and more. He wants to conquer planets too(wishes he could)
