Not too bad, but I struggle to see how he beats Maul. Surely not via lightsaber combat, which Maul is far more renowned for than Ragnos. Maybe via Essence Transfer, but that won't happen for a majority of the time. So, Maul wins 8/10 or so.

Ragnos used the Force to make faster in dueling, at the very least, he can keep up with Maul.

Obviously, his raw Force Power is stronger than Maul's so he would win.

Obviously Maul won't blitz Ragnos. But that Ragnos can enhance his own physical abilities doesn't mean he can compete in a duel. Maul is one of the best trained and most skilled Sith in history.
