Well then, I think dueling will be the most pertinent factor here, so I will take a look at that first.

Plo Koon's main feats to speak of are his duel with Asajj Ventress where he had a broken arm and managed to disarm her of one of her blades though he got pushed to a wall, as well as his duel with Savage Opress where he drove him into a defensive stance and landed some glancing blows with the aid of some clone troopers, then controversially got his mask ripped off by Savage either through his own failings or distraction (which is a point of debate).

Ki Adi Mundi's main shit is dueling Grievous while exhausted and looking the most impressive out of the duelists on Hypori, and dueling Ventress (which regrettably I can't find so I'm a little shaky on it).

Shaak Ti's main shit is her magnaguard feat, where she fought off a lot of magnaguards.

So as far as rank ordering them as duelists, I don't think Shaak Ti has enough to substantiate her superiority to Mundi or Koon. A comparison drawn between the magnaguards Shaak Ti fought and the ones that gave Anakin and Obi-Wan difficulty falls completely flat, seeing as the other magnaguards shown in that assault were matched by Jedi Grievous literally one-shotted, and were summarily blitzed by Kit Fisto. Magnaguards vary in their capacity so this is not the best comparison. I don't think it's a feat that quite holds up to contending with someone like Ventress or Grievous or Savage.

Now as for Mundi and Koon, I'd have to give the edge there to Koon, a lot of the fights in question were circumstantial one way or the other, but Plo Koon managed to perform quite admirably against Ventress with a broken arm as a Form V specialist and even disarm her of one of her blades. Mundi's performance against the good general on Hypori and his duel with Ventress however are impressive and still seem to put him above Shaak as a duelist.

Then as far as force abilities go, I'm tempted to say the same thing. Plo Koon telekinetically contending with Asajj Ventress, what with hurling her detonator away from her and then hurling her impresses me the most out of anything the three here have done, though Ki Adi Mundi's feat of pulling the skiff out of the sand is also decent and puts him at number two here. Sadly since this is not TFU Shaak her own force abilities don't quite measure up here.

So really I'd say Plo Koon has the best shot at winning this, followed by Ki Adi Mundi, and Shaak Ti has the least chance of victory.

Shaak Ti just doesn't really have the feats to stack up as an equal to either of these combatants as of Revenge of the Sith, I think either of their duels with Ventress are more impressive than Shaak Ti's magnaguard feat, and as of this point she just doesn't really have any super impressive telekinetic feats that aren't aided by other force users.

Plo Koon to me seems like the clear winner given his fight with Asajj Ventress where he was able to disarm her of one of her weapons with a broken arm, and telekinetically beat her around some.

It might be worth addressing the free for all rather than 1v1 dynamic of this fight, since some might think that gives Shaak enough of a situational advantage to make up the difference and win, I don't think it does.

Her fellow Jedi know her, they know she'll be up to something, and I really don't think she'll be able to pull one over on the others well enough to take the most probable chance of winning. Plo Koon doesn't strike me as the guy who would stand there and let his cape get tied up if you know what I mean, Plo's shown a lot of situational awareness in his encounters with people like Ventress and Aurra Sing, not falling for their tricks and exploiting the environment or their openings to his advantage. Plus he's a rather conservative fighter, not really flashy or flamboyant so I don't really see Shaak getting the edge on him.

So really I don't think her legendary cunning will amount to very much here. Maybe some cunnilingus in the aftermath, but that's a different story.

I agree. I think people lowball Plo due to his fight against Savage Opress, but forget that the likes of Count Dooku and Anakin and Obi Wan were struggling against Savage's sheer strength

What if it was TFU Shaak instead?

Then she might stand a chance. Plo Koon still might win, though.
