I'm kind of inclined to back Venom here. As powerful as Arthur is, you basically need to use weakness exploitation against Venom, or massively outstat him, to do meaningful lasting damage. Based on all the stuff he tanked or recovered from near-instantly, even shock wave attacks probably won't keep him down for long.

How is Venom going to match Arthur’s speed?

It seems that Arthur either moves so fast that his opponents couldn’t keep up, or slows time that he appeared he was moving fast.
