#17 is a good deal more powerful, imo.

Cooler's best option would be to try and use IT... But #17's force-field could cancel that out entirely.

...And #17 is a good bit more powerful than #18. In fact, #17 is equal to Kamiccolo, who Goku stated was in a completely different league of power than himself:

The way I see it: Kamiccolo = #17 > #18 > pre-RoSaT Goku/Vegeta > Meta-Cooler.

Makes sense that 17 is more powerful I guess, but its just hard seeing him get around Cooler's tactical application of instant transmission.

IT would probably disorient #17 initially, but he would get a FF up pretty quick, which would negate IT all together:

Aside from that, Cooler likely isn't strong enough to damage #17 to any significant extent, and #17 will obviously never run out of power/stamina, so it'd be a moot tactic either way. Imo.

Makes sense. i guess the gap between them was bigger then i thought.
