I'm going with Riot because he can heal from the damage but Shredder cannot. His skills can keep him in the fight only so long against an opponent he can't put down

What makes you say that? Shredder was stomping the Turtles altogether, each of whom was strong enough to throw around cargo containers.

Yeah he embarrassed Raphael in a direct strength contest effortlessly

Shredder is outclassed physically, probably about the same as he outclassed the turtles. His skill will make up for it, but he has no way of actually putting Riot down.. I do believe he will put up a bad ass fight though. Shredder was a straight beast.

The people who are easily saying Riot, dont remember how powerful and strong shredder was.

I'd back Riot. It should be a good fight, but Riot's regenerative abilities should tip the balance in his favour as the fight goes on.

Would people feel that Shredder stands a chance against Venom?

No, he simply can't put them down. It doesn't matter how strong or skilled he is. They can't be put down by physical harm.
