Pretty much.

Darkseid chooses to situate himself on Earth-Omega(inside the physical multiverse), but he can whimsically expand his perceptions to access the Overvoid any time he wishes -- much like Psycho Pirate, but on an even grander scale.

Difference is that Darkseid appears to have some degree of influence/control of the Overvoid... Almost like it is still beneath him.
