The league isn't needed. Also, Lobo is a weakling. He is 100% not top tier in strength.

He felt that the earth was in good hands even without the league and that they didn’t need to form the JL any longer.
Why is lobo a weakling? He’s cooperating because the ex leaguers are trying to protect him from the entire universe.

Yeah but it hasn't helped the way they keep nerfing him.
But even with classic versions, Juggs lacks versatility. Moreso than Hulk. Hulk at least leaps far and uses his strength in creative ways. Juggs just walks around being invincible.
