Actually sounds interesting. Insane Parker clone. Surprised he didn't ride the coattails of insane characters like Harley Quinn and Deadpool, becoming more mainstream...
1) He never was written as a comic relief character.
2) It's virtually impossible to know Reilly and not be familiar with Kaine, so stop this shitty act now.

Scarlet Spider is prominent to Peter's story, making him more likely to hear about in passing. Scarlet Spider's rogues gallery will only be known about if you care about Ben as more than an axillary character to Peter.
It's the same as knowing Supergirl, but having no clue about her rogues gallery of Planet Killers of Sis-Neg, or the weird angel thing. Or Kon-El Superboy to Superman, yet have no idea about Match.

Kaine is not "Scarlet Spider's rogue gallery".
He's been appearing in the core Spider books from the same time when Reilly was re-introduced as Scarlet Spider. But his role was far larger than bullying Ben.
Again, you prove you don't have a slightest clue, but you keep wasting our forum space with your gibberish.
Just shut the fuck up, Todd. We know you're not familiar with anyone not named Iron Fist or Superman.

I definitely agree 👆
As for your original question, the answer is in Ben Reilly: The Scarlet Spider series by Peter Allen David, that's where Ben and Kaine managed to "fix" their relationship.
It also makes fun of Thanos and Wade simping over Death, so it's worth checking out 😂

But remember... in the end, a spider-wimp is gonna be a spider-wimp:

Big badass Kaine... the biggest cock among all Spider-Men (which, admittedly, is not saying much)... still gets assraped in two panels:
Which, of course, is still better than being Thor:

When was this, 2013 or so?
Was watching lot of Linkara, and think I remember him complaining about the series all the time. Peter being a man baby who never grows up, the clone wars being a bad story that never should have brought back...
One More Day was of course the ultimate meltdown from him.
Honestly caused me to avoid reading any modern Spider stories, instead decided to read the classics on RCO.

Just keep in mind it takes place after The Clone Conspiracy event.
The problem is that both Marvel and DC want to have a cake and eat it, too - experiment with their characters and get them back to their old status quo, asap.
So we have Reilly as Jackal II and him going back to his heroic ways short time after that.
Which is sort of fine, as he was always meant to be a hero. But it also makes you feel that nothing really matters in those comic universes. ALMOST AS IF THEY WERE FICTIONAL scared
