Actually, it's just that faster reaction speed means that you can predict and pre-empt teleportation, so by the time someone thinks to use it, you're already somewhere else. It doesn't make you literally faster than the teleportation itself. In the recent manga Gas (who is above Granolah who is probably who you're referring to) needs 20 minutes to fly back from wherever he and Goku teleported to, but since Goku had better senses and experience, he was able to teleport that same distance instantly. So no one is 'faster' than IT, the technique just isn't useful against someone who can react faster than you. The same reason that Nightcrawler can't beat the Flash.
And nothing in DB is infinite, not even Zeno (he took more time and effort to erase 12 universes at once than one at a time). Jiren shaking an 'infinite' dimension is hyperbole, same as when Hulk and Ironclad clashed and sent shockwaves through 'infinite dimensions' (of course you probably believe that that one is legit as well, lol). In fact the latter one actually has more support since it was stated by an omniscient narrator, rather than by characters with limited senses who certainly wouldn't be able to verify that the shaking was still happening an infinite distance away. But either way, it's silly to take either claim literally.
Actually, come to think of it, the Super Dragonballs and their creator might be infinite. But Goku certainly isn't (it would go against the very essence of his character, which is to constantly improve himself to challenge more powerful opponents, yet there is always going to be someone better than him).
But this is getting off-topic, as the point is that you don't even seem to understand what infinite means, if you think the Hulk is infinite. At most you can say that there is no clearly defined limit to his potential strength, but that's true of a lot of characters. No purely physical character can truly be 'infinite'. Only reality warpers can.
