Hickman addressed the Norse gods in the Ultimate Universe. But I don't remember how and I'm 8 beers too many in to bother looking. I think -Pr- is right, they were actual Norse gods but Ultimate Loki manipulated things to make it seem like Ultimate Thor was pure technology-based.
