Notice that they're not the same.
Because that's not what the argument is. Superman took decision in every picosecond he was fighting the magical vortex not to hesitate. It wasn't a singular moment.
The decision-making process is not part of this.
So Superman didn't hesitate automatically? Without his conscious decision?
If you're not hesitating, then you're by definition not hesitating for a picosecond. Because if you hesitated for a picosecond then (by definition) you hesitated. It's just a more flowery way of expressing it. It adds no further insight.
Read the sentence again, it's not that hard.
I get it. You're excited because you saw the word picosecond. But in context this one is a dud.
