She's not really a Mary Sue. But she's also been steadily ramping up in power since debuting in the 60s as a woman whose only power was to disappear. I think they've been emphasizing she's more powerful than the others since the 90s.
I think the main difference between her and characters that get a push is that they started pushing and just didn't stop.

Yeah, I think she's always been shown as more powerful than people think. Back in the 80s she was shielding against the UN and the TVA's wave, IIRC. In the same decade, she was shown using her shields to save people like the Hulk and Thor, all of whom have had power creeps - so comics being what they are, she too has to have a power creep to keep up.
Did that mean Hulk's power isn't dynamic, at least, according to Carver's logic
How could someone have 50% or 100% of someone with dynamic strength?
