Hence why I said 'it would seem'.

It's strange that it's calling these feats out, after explicitly detailing how amped Surfer was.

Was just rewatching Tron Legacy (so so good). So was CLU basically the Admin of the Grid? Would that make Tron the sub-Admin?

Because Flynn was basically god of the Grid.

Flynn is the owner/creator/Admin of the Grid itself. He can create/delete/edit any programs he wants. He has ALL the keys/privileges there.

Clu is effectively the Grid's Co-Admin -- he's a digitized program of Flynn himself, designed to build the "perfect system". However, Clu's Admin privileges are 'restricted' in the sense that he cannot create programs, and has to corrupt/rewrite/edit the Grid's preexisting programs instead(that's how he reprogrammed Tron/Rinzler, assembled his massive army, and presumably how he planned to enslave the Earth as well.) That said, Clu's ability to repurpose programs to suit his own needs > Flynn's ability to create them; hence Flynn's statement: "Clu fed on my resistance. The more I fought, the more powerful he became. It was impressive, really." That's why not even Flynn himself could beat Clu while inside the Grid -- his only option was reintegration, which seemingly killed them both.

I'd say Tron has Global(possibly low-level Admin) privileges. However, his primary purpose is to protect users(ie. real life people) who enter the Grid from harmful programs. He's essentially a [very] high-level security program(akin to Seraph from The Matrix.) Within the Grid, it's basically: Flynn/Clu > Tron > ALL.

But if you've ever watched the original film and/or Uprising(which is also phenomenal, btw), you know there are/were some other, very high-level, programs within the Grid(such as: MCP, Yori, Ram, Sark, Dyson, Tesler, etc.)... But that's neither here nor there, and an entirely separate nerd-rant. 🤓

**On that note(and as much as I despise Jared Leto), I will absolutely be seeing Tron: Ares opening day... Been waiting YEARS for a continuation of Legacy. Next on my bucket list is a continuation of the 2012 Dredd film. droolio
