We should rate feats and stats on a scale. And then give the character a final number based on the average or total (whichever i guess) . So like
Supermans durability (random examples)
Tanks attack from above universal being-10
Survives supernova-9
Blackhole-8
Planetbusting attack-6
Country level-4
Nuke-3
Random thug knocks him out-1
Or something like that. Probably not even feasible, I'm just kinda stoned early in the morning and it sounded good.
And by we, I mean literally everyone except me should scour through 60 years of comics and attempt to do this.

He's not wrong.
After the crisis, Pocket Universe became the inspiration. And after Zero Hour destroyed the pocket universe, Mon-El/Lar Gand/Valor became the inspiration, for some reason.
My Legion history is pretty shaky after that, but at some point I believe Superman did become the inspiration, as Kon-El wore his colors in a crossover with the Legion (And was a big disappointment to some, unfortunately). And judging by Lightning Saga, Superman again had some kind of effect on their forming, though I'm uncertain how, exactly.
