For me it's more that the issue reiterates how Superman *always* holds back and gives everyone(even the evildoers) multiple chances to stop of their own accord before he unleashes.
Prior to that, none of Superman's [albeit restrained] attacks had any noticeable effect on Red Cloud. Then he takes his gloves off, throws a few attacks her way, and *poof*, the battle is over.

...Especially given that she has been AMPED by Apex Lex and was actively trying to kill Superman for the entire issue beforehand. But again: when Superman finally unleashed a bit, it only took a few attacks to end the battle. That is telling of how much he holds back against most opponents initially.
