Yeah. Batroc is essentially an elite-level human as he gave Cap a bit of a tussle and actually made him get serious to quickly end the fight. The only people who make Cap get serious are usually super-soldiers and above.

He'd have an amazing fight with Batman and lose, but look much more impressive against him than he did against Steve.

Batroc makes fatfleck work for it, but still loses
