I picked Manta due to the fact that - with all his gear - he was able to destroy a small rock formation island and blow Aquaman halfway across that Italian town where they battled, burning him in the process. He also has the blade melee combat and power armor.

If Cable goes up to 11 and blasts Manta, I foresee a win for him, but there are too many advantages for Manta here.
