I tend to put Broly above SSJ2, and just below SSJ3 personally. Based on the fact Gohan was struggling with him in that later movie (One could argue he wasn't SSJ2 at the time, but that could just be an oversight or animation gaffe. I feel he was meant to be about as strong as early Buu Saga Gohan, at least.)
But flip a coin, it's hard to really peg them down relative to each other.
But the Daizenshuu explicitly notes that M10 Broly > M8 Broly, cuz zenkai:
"Broly possessed high battle ability from the time he was born. His personality is wild, and he is feared as the Legendary Super Saiyan. The Saiyan characteristic is that their battle ability rises each time they are revived from brink of death. Because of this, Broly has more power than he did seven years ago."
So Broly's feats in M10 do not apply to this thread.
