Mongul matched and defeated a Superman far superior to DoS era (who was a high end mid tier with the exception of huge outliers). DoS Doomsday best striking feat is shaking the earth, which is a mountain busting feat since a nuke can shake the entire earth as well.
The Superman that Mongul fought and overpowered was able to destroy half the moon with a single punch, that's enough power to leave a gaping USA sized hole in planet Earth.

Did he become Hulk level within that short span? The gap from being at this level to jumping in the high Herald range of strength is HUGE. The portrayal of them was pretty bad.
