On the one hand Neron is portrayed as nore powerful.
On the other hand Mephisto is more shrewd in his deals for souls (he would NEVER have been tricked into dealing for a perfectly clean and noble Soul like Neron was for Billy Batson)
So in a pure battle of power Neron takes it, but since most hell lords actually sacrifice what most would see as a win for the gain they would get in souls via it if a battle for souls Mephisto.

Except for that What If with the Silver Surfer where he did just that.

I mean its literally the purpose of a what if, to write a story that isnt likely to occur normally in character.
