He's said 'expanding' in regards to the ACA as his healthcare platform multiple times in the debates. "Plan to build on the Affordable Care Act by giving Americans more choice, reducing health care costs, and making our health care system less complex to navigate." -Biden
Will he actually try to do that? Almost certainly, as his name is directly tied to "Obamacare", it's part of his legacy.
Can he do it? Not 100% sure. When Trump failed to "immediately repeal" the ACA in his first two years as was his campaign promise, despite having a completely Republican controlled government backing him (go, figure), he started chipping away at the ACA's foundations (eg Texas Vs Azar), while claiming this was proof that the ACA is failing. IIRC, the SC will be ruling on major portion of it again soon.
