Because he had to worry about his reelection and the media and the establishment would've had a hissy fit if he had.
Now though, he has no reason to not hold back. He should go out in a blaze of glory by giving the establishment/deep state the middle finger in his last few months.

The democrats have been doing nonstop "investigations" into the president because they never really accepted the results from 2016.
They've been throwing a four year long temper tantrum and now they and their supporters are gonna complain because Trump will fight this outcome which was achieved thru questionable tactics: ballot harvesting, election interference by big tech, tens-of-millions of mail-in ballots being sent out, etc...
