Is this Yusuke with his Raizen/Demon Blood powerup? Because the one who fought Yomi at the end of the series I think should win. Yamcha did far too little after Dragonball to impress me.

Possibly. But I don’t think there is any feats or statements to suggest as such. We simply don’t know how much Yamcha improved after the Saiyan Saga.

The best evidence we have for Yamcha's level was during the Android saga.

#19 & #20 originally mistook Yamcha's energy readings for Goku's:

And since the Androids' last record of Goku's power was from the Saiyan saga(where Goku reached a max PL of 32,000), it's possible that Yamcha's PL was around the 32k range at the time. /shrug
