It is not a combat fear so he clearly cannot react that quickly in a fight. The fear counts but not relevant to reflexes in a one on one fight.

They do but are about as relevant as performing brain surgery. He also needed to build momentum to fly as fast as he could since he was too slow to save her. Poor reflexes.
