Correct, but it also says "SS" in the title, so he must've meant Vegeta's SSJ1 form.

It shouldn't be as easy to surprise Vegeta as Goku - and even then, Vegeta should be able to do the same thing as Goku did... fire a powerful beam of ki, Galick Gun or something, sending the Death Ball back to its user.

If this was an older movie Vegeta would make a big speech just to get one shotted, regardless of his powers.

Goku was shown training and making progress in the Revenge of Cooler movie. With Kamesenning commenting on it.

So he was above his PL from the end of the Frieza Saga. Not exactly a noob.
