I rated billy number 3 on my list initially before you and stoic came in, and supes number 1 on the list
if I see them as equal, I would put billy at 1 as well
so, they are not equal, I said billy is close to his level
there's no alluding. they did stalemate in arm wrestle, on panel facts. Doesn't mean they are equal in strength throughout history, superman has better strength feats in the entire history of the character. that's all

Marvel gets lip service in regards to his mightiest mortal moniker and his history...but sadly his feats are lacking. On panel he just isnt close and should be alot lower. Oh and cheese feat doesn't count, sorry.
