Wait without time manip, does this mean no tech summons?

The term normally doesn't include that ability but for the purpose of this thread let's say he can't summon weapons. Against an enemy like Batman using portals to summon dinosaurs and sh_t could prove useful, so might as well disable summoning things altogether.

Tbf I don't know what Kang carries about on his person, so can't comment
