Assuming their PLs are indeed roughly equal, I feel like Raditz should still win.

He at least has ranged energy attacks and flight -- something the Saibamen never displayed, iirc.

Raditz by feats, should definitely take out a single Saibaiman. Unless you want to go by statements.

Weren't Tenshinhan and Yamcha weaker then Saibamen?

If they could beat them, Radditz should.

Tien was more powerful than Raditz by the time of the Saiyan saga. Yamcha was right around Raditz-level.

Raditz could always just fly around till he found the moon
