Jason owned Shiva. i doubt he'll be losing to Frank in HTH. His armor can withstand a nuke, for crying out loud, and blows from Frankenstein, a being in Superman's class.

Well, if he has no armor, Frank wins. Better damage soak, almost just as skilled, and better gear.

btw Jason has two handguns (The Glock 19) no all-blades

to make the gear more even
Punisher has assortment of knives, bulletproof vest, two handguns, a uzi, a mp5, a m60 machine gun, 3 frag grenades, 3 flash bangs, a rocket launcher, sonic booms

Just to be clear, Jason only has his guns? No tech?

Ok, well, if Frank only gets that gear, he's in a world of hurt.

First off, Jason's armor can withstand

Gun fire

Bazookas

Pressure of the Ocean, along with nukes going off.

Possibly a magic barrier to protect him from mystic attacks.

Is able to tank an enraged attack from Bizarro.

Frank's toys will hardly do any damage, to say the least.

Now, as for Jason's gear, his bullets can pierce Bizarro.

Taser Artemis.

Now, if it comes to a battle of stealth and skill, Jason has that, too. He was able to bypass Supergirl's senses, along with Ravager, Deathstroke's daughter.
