I imagine the number that managed to slip by as criminals do, especially ones with power, is much higher. We'll probably never know. Trump literally surrounds himself with shady people to outright criminals.

Definitely supports the theory that has been around since at least early 2017, Trumpers don't care if Trump is a criminal/guilty of something, they just care if he's rich and powerful enough to grease out of it.
