I wanna go with Sivana here, but having this be a fully-powered up Zod and not noob Zod makes me question that.

Since his defeat came at the hands of the eyeball-sucking fatality at the hands of Shazam, how much would Zod have to do to beat the demons out of Sivana through pure brute force?
