As I recall...Surfer can phase. I don't think Thor has every shown he can hit a phased being, but to be fair I have yet to see Endgame.

Have energy attacks worked on Surfer before? Can't remember if Doom blasted him.

Surfer's explosion was larger than than 1/2 the earth, Stormbreaker chopped through the IG with six stones.

I'd personally lean towards the Surfer. Only question is Surfer's piercing durability, which doesn't have the feats to suggest he could tank a hit from something as powerful as Stormbreaker without a scratch. At least not that I can recall. But he can go intangible, among other things, so he has some defense at least, hence why I am still backing him.

Then again, OP didn't specify, which means we have to take current Thor. So, in that case, I'd be even more inclined to back Surfer.

That’s the problem with an OP simple stating who wins, needs more ground work

Thor wins. He’s too much for the pathetic Surfer.

Surfer probably takes this. Way faster, and demonstrably far more durable. Not to mention, Thor can't hit him, since he can phase-shift.
