Won't let me quote you but that is just a long winded way of saying he refuses to state one way or the other if the president can be charged. His logic is so long as he can't be charged (in office) it's wrong to accuse him of a crime. He clearly also stated though that if the evidence was clearly insufficient and exonerated the president, he would say so, as he did in the case of conspiracy/ collusion.
3 people have gone on record that worked at the DOJ that on more than 3 occassions, Mueller stated that the OLC guidlines had abosolutey nothing to do with why he NEVER pursuded an indictement against Trump.
Mueller was just another in a long list of sore losers that could not beat Trump.

That's Muller himself explaining his reasoning, in which he says quite clearly that they didn't exonerate the president but due to the DOJ guidelines declined to assert one way or another whether he committed a crime. Apparently this logic is also spelled out explicitly in the first portion of V2 of the Mueller report.
