If kept, it should be done by bi-partisan groups. with oversight to keep corruption down.

Well they use the term "suppressor". The first shot(heh) seems to have been fired by the WaPo with an op-ed by a former homeland security official calling for a ban, pointing out they are still legal in 42 states.
But there are other media outlets covering the "did a suppressor make a difference?!" angle.
