Well, I agree and disagree. Yes, Maul has shown himself as clearly superior to Jinn, who would have stand zero chances against him in single combat.
Qui-Gon's performance during a duel on Tatooine could be defended, as he had to run for a long time/long distance. He was also taken by surprise. But on Naboo? Yeah, it was a really one-sided battle.
Anyway, I disagree, that Maul was on defence all tie time. There is alot of things in that duel, that we couldn't see, and at least one deleted shot shows us, that Maul was agressive against Jinn when he could. And it's Jinn who is forced back from the very beginning.

And despite of some pure showings, for example against Aura, as you noted, Jinn is a really capable fighter. One of the best duelists in the Order during his time. Possibly in the same league with Kit.
Accroding to Kit's showing against Grievous and Kit's showing against Ventress in Cestus Deception, he alone should be close to Ventress. He and Jinn would comfortably beat her.
