Really depends on how Quasar fight this battle, we know energy constructs does nothing to the weird (green lanterns}, the weird also has great phasing ability so getting close range physical is also not the way.

The Weird can also start transmutating energy, if he feels like it. Dr. Fate, GL energy, etc.

the weird is strong, but quasar's shield has withstand Galactus blasts or stars leveling forces, and even if the weird's punches can phase through the shield somehow, quasar's quantum aura is durable enough to withstand punches from the watchers

the weird is pure energy, he can be absorbed

In essence - I agree with you that draining might be a possibility - but considering how Dr. Fate and GL reacted to his energy [i.e. not well], considering his intangibility against Quasar [i.e. defenseless], considering his physical power against Quasar coupled with intangibility [i.e. utter physical beatdown], considering offensive energy transmutation [which Quasar is not exactly an ace against], I see many more possibilities of The Weird winning, than the [one] reverse card.
