In the comic it was stated he had limitless energy they didn't full comprehend his abilities he'd just turn to Capt. Atom and they stated he had limitless energy in the quantum field but when he was put to the test and was trying to absorb a nuclear reactor he quantum jumped into the future because he overloaded. Dr. Megala

I'm not saying atom doesn't have a few feats that are impressive but he's largely planetary he got KOed by city level blasts on like 3 occasions.
Hal one shotted him and the ray who has the power output to destroy a planet damn near killed him then killed his daughter
