SHAZAM God of Gods Vs DOV Captain Marvel

Which version of Billy is the most powerful?

vs

In THEORY, Billy with the Old Gods power should be more powerful.

I recognize Shazam, but not this Captain Marvel.

Iikely fan art. There was never a Captain Marvel, there was only ever Shazam.
