As long as there we no negative emotions from Luther, he would keep the power.

From what I remembered of the Phantom zone Child, there are specific limits impose on Luther after she gave him the power.
One was that no negative emotions or actions can be taken on Superman. That’s why Luther after gaining near omnipotence, loss it because of his hate for Clark.
I always PZC has no limit, where as Luther with her powers has.
