Guns are not completely banned in Japan; simply highly regulated. Murder rate remains low because values in a collectivist society eliminate much of the superficial reasons people kill in the first place in Western countries.
To Americans the idea of the government seizing guns may sound terrifying, but this is not an issue in collectivist Japan where corruption is astoundingly low and leaders' roles are to serve the majority as benevolent figures. Easily accessible firearms were thought to have no role in civilian life, seen as a liability more than an asset, and hence heavily restricted.
In America, the founding fathers saw guns as a tool for a civilian militias to resist a tyrannical government, but this ideology has aged terribly for a multitude of reasons, namely the fact that technological advantage the military possesses is far beyond anything accessible to civilians.
Thus the possibility of an armed resistance standing any length of time against an all-powerful authoritarian regime is fantasy.
The US has much to lose in the form of criminals having easy access to guns and a trigger-happy untrustworthy police force, and little to gain in regards to sporadic militia groups assembled throughout the nation, as a result of this principle.
The car analogy is a terrible one too. Any government would recognize that the drastic losses in GDP production and reduction in quality of life to far outweigh any marginal benefits in reduced carbon emissions as a result of banning IC cars.
