Before I'd made this thread, I thought people would say BB wins 3, is a close one in 1, and maybe loses 2. But this surprised me, tbh.
Black Bolt could definitely take the h2h, and might have the better track record.
Surfer definitely wins sans voice.
For the all out fight, it mostly just depends on which voice feats you put the most stock in, and how likely you think Surfer is to actually make good use of speed and versatility. In forum rules, maybe it's a clear Surfer win. In a direct confrontation of power, BB could definitely take it, and WOULD definitely take it in some depictions.
Lol, going by feats, Bolt would be much better off just whispering a whole bunch of words rather than doing an all out scream. The whisper feats are arguably just as good, even though it was always hinted that power output would scale with vocal output.

surfer's energy blasts could be surprisingly weak sometimes
BB did better than Thor against Thanos, it was also more impressive than surfer's blast
but ultimately, Thanos was unfazed

I never said that Black Bolt can beat Gladiator in a fist fight - but you said that he has 'no durability'. Evidently he does. I mean...the previous fight with Thanos clearly shows that, too.
Surfer has better 'space cheese' *dodges Pr*, but that never really matters when he's outperforming Surfer against Thanos. Going by this, random GLs would beat the utter shit out of black bolt and contain his voice. Jessica would wtfstomp him. But we know that's not how this works. That said, Surfer is generally superior [sans voice] and he'd likely win #2. It's the 3 [and to a lesser extent, 1] that I have problems with.
