In Germany right now, there’s a reason why they don’t have AC in their homes, and it’s not because they’re uncivilized.
The EU for instance believes young adults can start drinking as early as 15, same with smoking. It’s actually proven that actually helps young adults from becoming alcoholics , since they don’t have to sneak around.
I guess a EU citizen can just as well call us uncivilized because we’re so anal when it comes to alcohols.
Plus, the EU’s more colder than warm than the US. Don’t just assumed their uncivilized.
UK cities are relatively expensive compared to Europe even with a pretty favourable exchange rate from € to £. I live in one of the cheapest cities in the country and travel to Berlin a fair bit and find that much cheaper for public transport and drinking in bars. Food is on a par though.
Only been to Liverpool once and didn't find it particularly expensive compared to going to London or across to Dublin.
In Europe they go outside to the beaches, to beer gardens, governments schedule school holidays and legislative recesses for the hottest period of the year
Most people schedule their annual leave / paid holiday allowance for the hottest period of the year
In January to March most Europeans will have booked their package holiday deals, holiday homes, hotels and flights for the hot summer period.
If it's too hot employers call off work, if its so hot the metal on rail tracks is buckling rail operators suspend and slow down and reroute services rather than have trains derail and.
In the UK most buildings are designed to optimise airflow in summer with one side south / east facing and one north / west facing to promote a good through-breeze with the windows open and in winter to optimise light getting in through the windows.
Apparently the last time the colder countries in Europe had a powerful hot heatwave like this is 2003
It's mad to install Florida Class AC units for use 3 to 5 days every 40 years or so.

European structures above ground are not designed, built or approved for duct / ductless lower voltage air cooling / air heating / air conditioning devices.
The import tax on finished goods + import tax on replacement parts, lack of warranty valid in europe and product support, higher shipping and lack of licensing and certification for retail in europe are additional barriers.
